No second decision
Your team decides that work is a FalseGreen Job when the Job is created. After that, PR Gate is automatic: if the pull request is Job-backed, the exact PR head must be independently accepted before merge.

Exact-commit binding
PR Gate accepts only the FalseGreen result bound to the pull request's current head. If the code changes, the earlier result no longer satisfies the gate.
